AND TODAY, WE HAD THE PRIVILEGE TO GO TO A BRAND NEW PUMP STATION IN EAST MESQUITE IN KAUFMAN COUNTY, JUST NORTH OF I-20. AND ACTUALLY, IT'S IN FORNEY, I BELIEVE.

AND THIS IS THE DEDICATION CEREMONY FOR THE NEW MATT HOLZAPFEL PUMP STATION FOR THE CITY OF MESQUITE THAT THAT PROVIDES WATER TO A VERY, VERY LARGE GROWING POPULATION IN WESTERN KAUFMAN COUNTY.

AND SO AFTER 37, ALMOST 38 YEARS OF SERVICE TO THE CITY OF MESQUITE, AND I THINK WHEN I LEFT MESQUITE, THIS PROJECT WAS UNDER ENGINEERING DESIGN. IT WAS GREAT TO BE ABLE TO SEE THE PUMP STATION OPEN AND THE RIBBON CUTTING TODAY.

AND VERY WELL DESERVED. NAMED AFTER MR. MATT HOLZAPFEL FOR ALL HIS DEDICATION TO NOT JUST THAT PROJECT, BUT TO SO MANY INFRASTRUCTURE PROJECTS IN THE CITY OF MESQUITE OVER HIS ALMOST 40 YEAR CAREER THERE.

SO WE DID WANT TO BRAG ON HIM A LITTLE BIT TONIGHT.

SORRY ABOUT THAT, MATT, BUT HE'S DONE WONDERS FOR US HERE AT THE TOWN OF SUNNYVALE.

MAYOR. WHEREAS THE NATIONAL SOCIETY DAUGHTERS OF THE AMERICAN REVOLUTION BAR CHAPTER WAS ORGANIZED APRIL 13TH, 1985, WITH THE 35 ORGANIZING MEMBERS, INCLUDING 27 JUNIOR MEMBERS AND 29 NEW NSDAR MEMBERS.

AND WHEREAS THE DAUGHTERS OF THE AMERICAN REVOLUTION.

REVOLUTION HAS BEEN A LIVING HISTORY OF THE GROWTH OF A NATION AND STRESSED THE IMPORTANCE OF REMEMBERING AMERICAN HISTORY THROUGH COMMUNITY SERVICES SUCH AS EDUCATIONAL PROGRAMS AND ESSAY CONTESTS. AND WHEREAS THE RICHARD BYRD CHAPTER IS ACTIVELY INVOLVED IN PROJECTS AND PROGRAMS THAT CELEBRATE THE THREE AREAS THAT THE NSDAR STANDS FOR HISTORIC PRESERVATION, EDUCATION, AND PATRIOTISM.

MCMANUS AND PAYNE CONSULTING ENGINEERS, LLC, IN THE AMOUNT OF 133,600 FOR THE SURVEYING AND DESIGN OF A TRAIL CONNECTION FROM THE NORTHEAST CORNER OF TRIP ROAD AND JOBSON TO THE SOUTHWEST CORNER IN SAMUEL FARMS, AND OTHER NECESSARY DRAINAGE IMPROVEMENTS ON TRIP ROAD AND DOBSON ROAD, AND AUTHORIZE THE TOWN MANAGER TO EXECUTE THE CONTRACT.

AS COUNCIL WILL RECALL, WE AWARDED THE HARRIS ADDITION PHASE TWO PROJECT BACK IN DECEMBER OF 2023.

THAT PROJECT ORIGINALLY HAD WELL OVER $1.4 MILLION WORTH OF DRAINAGE IMPROVEMENTS.

WHEN I FIRST GOT HERE, THE TOWN MANAGER WAS CONCERNED THAT THOSE DRAINAGE IMPROVEMENTS THAT WAS WERE INCLUDED IN THAT PROJECT AS BID DID NOT REALLY SOLVE THE ISSUES, THE DRAINAGE ISSUES THAT WERE PREVAILING ALONG JOBSON AND TRIPP ROAD.

SO WE DID LOOK AT THE PROJECT AND WE DID AWARD OR AWARD THAT PROJECT AS IS, BUT LATER DEDUCTED FROM THAT PROJECT WITH A VERY SIGNIFICANT CHANGE ORDER, APPROXIMATELY $1.2 MILLION WORTH OF DRAINAGE IMPROVEMENTS ON THAT PROJECT WITH THE IDEA OF LATER RE LOOKING AT THAT AREA AND DESIGNING DRAINAGE IMPROVEMENTS THAT WOULD ACTUALLY FUNCTION AS DESIGNED AND RESOLVE THE ISSUES THAT ARE PREVALENT ON JOBSON AND TRIPP ROAD. SO WHAT WE HAVE DONE IS ALSO ANOTHER ISSUE.

THERE IS THERE'S A TRAIL CONNECTION NECESSARY BETWEEN THE EXISTING TRAIL INFRASTRUCTURE AROUND THE FIRE STATION AT THE CORNER OF TRIPP AND JOBSON, AND WE NEED TO GET THAT TRAIL ACROSS TRIPP ROAD AND JOBSON ROAD.

SO IT CONNECTS TO THE TRAIL SYSTEM THAT IS IN SAMUELL FARMS THAT THE TOWN HAS PUT IN AS WELL.

THAT HAS BEEN A PREVALENT TOPIC AND NEED THAT.

THE CITIZENS HAVE POINTED OUT IN NUMEROUS SURVEYS THAT WE'VE DONE WITH THE CITIZENS THAT THEY WANT THAT CONNECTIVITY THROUGHOUT THE TOWN, BUT THAT PARTICULAR LOCATION HAS COME UP REPEATEDLY IN SOME OF THOSE SURVEYS.

SO WHAT WE HAVE DONE IS WE HAVE NEGOTIATED WITH THE ENGINEERING FIRM OF MCMANUS PAYNE, WHICH WERE THE ORIGINAL DESIGNERS OF THE HOBSON PROJECT. AND WE HAVE ISOLATED SOME SCOPE ITEMS TO FIX THOSE DRAINAGE ISSUES, AS WELL AS MAKE THAT TRAIL CONNECTION BETWEEN THEIR RACHEL, YOU MAY BE ABLE TO PULL UP THERE IS A J1 FILE IN THE IF YOU COULD PULL UP SOME OF THE PHOTOS THAT ARE IN THERE. APPRECIATE THAT. THIS IS SOME OF THE CULVERTS THAT GO UNDERNEATH THE TRIP ROAD.

NOW, THESE ARE OLD CORRUGATED METAL PIPES. THESE ARE NOT THE DRIVEWAY CULVERTS.

THESE ARE THE CROSS ROAD CULVERTS. SO YOU CAN SEE THE WHOLE BOTTOM OF THIS CULVERT RIGHT NOW IS COMPLETELY RUSTED OUT AND GONE.

THIS BIG CROSS ACROSS FROM JOBS COMES FROM NORTH TO SOUTH ON TRIP ROAD.

AND THERE'S SEVERAL CULVERTS THAT ARE IN THIS SAME SHAPE.

THESE OLD CULVERTS ARE PROBABLY 50 TO 60 YEARS OLD.

THEY'RE CORRUGATED METAL PIPE, USUALLY GALVANIZED.

THEY DON'T DO VERY WELL IN CLAY SOIL. THEY TEND TO ROT OUT.

THIS IS A PICTURE OF A RAIN WE HAD JUST LAST MONTH IN THE BEGINNING OF MARCH.

THIS IS, I THINK, 516 TRIP ROAD. 316. EXCUSE ME.

AND THIS WAS A PICTURE THAT ELMER TOOK WHEN HE WENT OUT THAT MORNING.

THIS WAS CAUSED BY THAT CROSS CULVERT. NOT PERFORMING AS NEEDED.

THE CULVERT IS STARTING TO COLLAPSE, ACTUALLY.

AND IT WAS NOT ABLE TO CARRY THE FLOW ACROSS THE SOUTH SIDE OF TRIP ROAD TO THE NORTH SIDE TO GET INTO THE LAKE.

THAT'S AROUND. THAT'S NEAR THE FIRE STATION. AND YOU CAN SEE IT TURNED THE SOUTH SIDE OF TRIP ROAD INTO A LAKE.

AND IT DID AFFECT ONE OF THOSE PROPERTIES OUT THERE.

DID TO GET WATER IN THAT RESIDENCE, AND THAT'S WHAT CAUSED US TO START EXAMINING THESE CULVERTS.

ELMER SPENT A LOT OF TIME OUT THERE TALKING TO THOSE RESIDENTS, TAKING PHOTOS LOOKING AT THE CONDITION OF THOSE CROSS CULVERTS.

AND THEY'RE IN DESPERATE NEED OF REPAIR OR REPLACEMENT JUST BECAUSE, NUMBER ONE, THEY'RE COMPLETELY RUSTED OUT.

THERE'S PORTIONS OF THE ROAD ON THE SIDE OF THE ROAD THAT ARE STARTING TO LITERALLY CAVE IN TO THOSE RUSTED OUT CULVERTS.

ON TOP OF THAT, THEY'RE, THEY'RE WAY UNDERSIZED BY CURRENT CRITERIA.

SO FOR THE LARGER STORM EVENTS LIKE WHAT WE SAW HERE IN MARCH, THEY'RE JUST NOT ABLE TO CARRY THE WATER IN THE QUANTITIES NECESSARY FOR THE.

HOW BIG ARE THESE CULVERTS? THEY'RE ONLY ABOUT 24 INCH, I THINK.

MAYBE THEY'RE NOT VERY LARGE, SIR. THEY'RE OBVIOUSLY DRAMATICALLY UNDERSIZED.

THEY WERE PROBABLY PUT IN BACK WHEN ALL OF THIS AREA WAS FARMLAND.

AND YOU KNOW, IF A FARM FIELD LIKE THIS FLOODED, IT WAS NO BIG DEAL BECAUSE, YOU KNOW, YOU LOST A LITTLE BIT OF YOUR CROP, BUT NOW IT'S AFFECTING HOMES AND RESIDENTS. AND THOSE CULVERTS ARE CLEARLY BEYOND THEIR EFFECTIVE LIFE.

THEY NEED TO BE UPGRADED TO MODERN MATERIALS.

WE WOULD PUT IN CONCRETE PIPE OR CONCRETE BOX CULVERTS, PROBABLY BOX CULVERTS BECAUSE OF THE CLEARANCE ISSUES OUT THERE.

AND THEY NEED TO BE UPSIZED FOR THE CURRENT DRAINAGE CRITERIA WHERE WE WOULD DESIGN FOR 100 YEAR FLOOD EVENT OUT THERE.

SO WE'VE LOOKED AT THESE AREAS. WE'VE ALSO LOOKED ON JOBSON ROAD.

THERE'S A NUMBER OF OTHER ISSUES. WE TALKED TO ONE OF THE EX-MAYORS, MR. WADE, WHO LIVES ON THE CORNER THERE, WHO HAS HAD CONSISTENT DRAINAGE PROBLEMS AS WELL.

WE HAD MET EARLIER OR LATER LAST YEAR WITH HIM, WITH OTHER TOWN STAFF, JEFF AND MARK AND ELMER AND I HAD A PROBABLY AN HOUR AND A HALF LONG CONVERSATION WITH THEM, HIM, DISCUSS THE ISSUES THAT HE HAS SEEN AND EXPERIENCED AS WELL AS HIS NEIGHBORS.

AND ACTUALLY, JEFF CAME UP WITH A GREAT IDEA ABOUT BRINGING A CULVERT NEAR THE NORTH SIDE OF HIS PROPERTY ACROSS JOHNSTON ROAD AND DUMPING IT INTO THE LAKE BEHIND THE CURRENT FIRE STATION OUT THERE.

SO WE LOOKED AT THAT HONESTLY, THOUGHT IT WAS A GREAT IDEA.

THERE'S SOME OTHER DRAINAGE ISSUES TO THE NORTH ON DOBSON AS WELL.

AND SO WE BASICALLY PACKAGED ALL THESE DRAINAGE ISSUES, AND THESE DRAINAGE ISSUES NEED TO BE RESOLVED, ESPECIALLY IN FRONT OF MR. WADE'S PROPERTY IN ORDER TO GET THAT TRAIL CONNECTION CATTY CORNER ACROSS THAT INTERSECTION.

SO BASICALLY, THIS DESIGN PACKAGE, THIS SCOPE IS TO LOOK AT SEVERAL ALTERNATIVES FOR AN ALIGNMENT TO BRING THAT TRAIL, MAKE THAT TRAIL CONNECTION, AND TO RESOLVE ALL THESE DRAINAGE ISSUES AS WELL THAT WE'VE ENUMERATED.

AND IT'S THERE IS AN EXTENSIVE SCOPE OF SERVICES THAT IS LISTED IN THE CONTRACT THAT'S INCLUDED IN YOUR PACKET.

THERE IS ALSO SOME LOCATION MAPS THAT ARE IN THE END OF YOUR PACKET AS WELL.

ON PAGE 48 AND EXCUSE ME, 4647, 48. AND WE BASICALLY WANT TO GO FORWARD WITH THIS TO RESOLVE THE DRAINAGE ISSUES OUT THERE AND ENHANCE DRAINAGE AND ALSO MAKE THIS TRAIL CONNECTION.

WITH THAT, I'LL OPEN IT UP TO QUESTIONS. WE THINK THERE'S ENOUGH SAVINGS IN THE CURRENT CONTRACT WITH THAT WE TOOK OUT OF THE HARRIS PHASE TWO CONTRACT TO PAY FOR THESE IMPROVEMENTS AS WELL AS THIS DESIGN CONTRACT.

IT'S A GREEN RIBBON IMPROVEMENT A PROJECT WHICH IS A FEDERAL AND STATE GRANT PROJECT, AND THIS WOULD AWARD THAT CONTRACT AND WOULD AUTHORIZE THE TOWN MANAGER TO EXECUTE THE CONTRACT TO GIVE A LITTLE BIT OF BACKGROUND AND HISTORY ON THE PROJECT. SOUTH COLLINS, FROM US 80 TO THE MESQUITE SUNNYVALE CITY LIMIT NEAR OLD BARN LANE IS A STATE HIGHWAY, AND IT'S A TXDOT. TEXAS DEPARTMENT OF TRANSPORTATION RIGHT OF WAY.

ON MAY 13TH OF 2024, WE APPROVED THE APPROVED, THE COUNCIL APPROVED A DESIGN CONTRACT WITH KIMLEY-HORN AND ASSOCIATES, WHICH IS THE SAME ENGINEERING FIRM THAT HAS DESIGNED THE PROJECT THAT'S CURRENTLY UNDER CONSTRUCTION.

THE LANDSCAPING PROJECT IN FRONT OF CITY HALL ON THE NORTH SECTION OF COLLINS ROAD.

THEY WERE GIVEN INSTRUCTIONS TO REPLICATE AS CLOSELY AS POSSIBLE WITH THE SOUTH COLLINS PROJECT, THE WORK THAT IS CURRENTLY BEEN DESIGNED AND IS BEING UNDERTAKEN ON THE NORTH COLLINS PROJECT.

THERE ARE SOME ELEMENTS THAT TEXDOT REGULATIONS DO NOT ALLOW US TO REPLICATE ON THE SOUTHERN PORTION, SUCH AS THE THE LIMESTONE BLOCK RETAINING WALLS.

WE'RE GOING TO BE BUILDING IN THE MEDIAN HERE, AS WELL AS TALLER TREES IN CERTAIN AREAS, BUT GENERALLY THE SAME KIND OF CIRCULAR SEMICIRCULAR PATTERN OF PLANTINGS WILL BE REPLICATED IN THE SOUTH COLLINS PROJECT, AS WELL AS MANY OF THE PLANT MATERIALS THAT ARE BEING USED ON THE NORTH COLLINS PROJECT. THAT'S TO MAINTAIN A BRANDING EFFECT SO THAT WHEN PEOPLE DRIVE COLLINS BOTH NORTH AND SOUTH COLLINS, IT WILL LOOK VERY SIMILAR TO ONE ANOTHER AND WILL REFLECT THE ATTENTION TO ESTHETICS THAT THE TOWN OF SUNNYVALE VALUES SO HIGHLY. BECAUSE IT IS A GRANT PROJECT, THERE'S LOTS OF STEPPING STONES AND STEPS WE HAVE TO TAKE.

WE HAVE TO SUBMIT PLANS TO TEXDOT AND ALLOW THEM TO REVIEW THEM AND APPROVE THEM.

WE DID GET THEIR APPROVAL ON APRIL 8TH TO AWARD THE CONTRACT, AND IT IS NOW IN FRONT OF YOU FOR CONSIDERATION.

THE CONTRACTOR THAT DID IS CURRENTLY BUILDING THIS SECTION OF THE LANDSCAPING PROJECT IN FRONT OF TOWN HALL, NORTH OF US 80, DECLINED TO BID THIS PROJECT.

THEY ACTUALLY WANTED TO WORK WITH THE TOWN OF SUNNYVALE, BUT THEY DO NOT BID TEX DOT PROJECTS BECAUSE IT REQUIRES A PRE-CERTIFICATION PROCESS THAT THEY FEEL IS ONEROUS. AND THEY DID. THEY DO NOT BID TEX DOT PROJECTS FOR THAT REASON.

THIS CONTRACTOR IS EXPERIENCED IN THESE TYPE OF WORK.

REFERENCES WERE CHECKED. THEY ARE PRE-QUALIFIED CONTRACTOR ON THE TEX DOT LIST.

AND WITH THAT WE DID HAVE THREE BIDS. HOWEVER, ONE BID WAS NON-CONFORMING BECAUSE THEY LACKED A PIECE OF PAPERWORK SUBMITTED WITH THEIR BID THAT TEX DOT REQUIRES. SO THEY WERE DISQUALIFIED, UNFORTUNATELY.

AND SO WE HAD TWO BIDS THAT WERE WHAT YOU WOULD CALL CONFORMING.

AND YOU HEARD HEARD A LITTLE BIT ABOUT SOME OF THESE TONIGHT EARLIER FROM FROM MR. HOLZAPFEL, BUT OUR COLLINS ROAD ONE-B LANDSCAPING PROJECT IS IS WELL UNDERWAY.

YOU CAN SEE ALL THE ACTIVITY BASICALLY IN FRONT OF TOWN HALL AND STRETCHING UP TO THE THE ROUNDABOUT.

WE EXPECT MOST OF THAT CONSTRUCTION TO BE WRAPPED UP IN THE THIRD QUARTER OF THIS YEAR IN THE SEPTEMBER TIME FRAME.

AND THEN AS, AS I MENTIONED THE GREEN RIBBON PROJECT THAT MR. HOLZAPFEL TALKED ABOUT EARLIER WILL BE GETTING THAT ONE STARTED NEXT MONTH AND HAVE THAT WRAPPED UP BY EARLY NOVEMBER BASED ON, ON WEATHER CONDITIONS AND CONSTRUCTABILITY.

AND THEN I WANTED TO MENTION CLAY ROAD. THAT'S A THAT'S A MAJOR ROADWAY WITHIN SUNNYVALE, BASICALLY STRETCHES FROM THE MESQUITE CITY LIMIT AT SCYENE ROAD, CROSSES THE UP RAILROAD, AND THEN CONNECTS ON UP INTO SOUTH COLLINS, WHICH IS ALSO KNOWN AS STATE HIGHWAY 352.

ABOUT A YEAR AGO, WE HIRED A CONSULTANT ENGINEER TO DESIGN THIS CORRIDOR FOR FOR CONCRETE PANEL REPLACEMENTS, AS WELL AS LANDSCAPING AND LIGHTING ENHANCEMENTS THROUGHOUT THE CORRIDOR.

AND THAT WORK HAS HAS PROGRESSED NICELY TO WHERE WE EXPECT TO BE ABLE TO TO GO OUT TO BID THIS SUMMER CONSTRUCTION BIDDING AND THEN HAVE A CONTRACT AWARDED BY BY THE COUNCIL LATE THIS SUMMER AND THEN BEGIN WORK IN THE FALL AND HAVE THAT HAVE THAT RECONSTRUCTION FINISHED UP BY SPRING OF, OF 2026. AND AGAIN, THAT'LL SERVE A LOT OF THE INDUSTRIAL USERS IN THE SOUTHERN PART OF SUNNYVALE, AS WELL AS SOME OF THE RESIDENTIAL NEIGHBORHOODS SOUTH OF US 80 AS AS WELL.

NEXT WE HAVE BELTLINE. YOU KNOW, WE ALL KNOW ABOUT THE GATEWAY PARK PROJECT THAT THAT INCLUDES THE TOM THUMB.

AND AS PART OF THAT PROJECT, THE DEVELOPER WILL BE PUTTING IN A BRAND NEW TRAFFIC SIGNAL THAT WILL SERVE THE FUTURE TOM THUMB GROCERY STORE.

AND ON EITHER END OF THAT TRAFFIC SIGNAL, WE'VE GOT TWO EXISTING SIGNALS, ONE AT TOWNE EAST AND BELTLINE AND THE OTHER ONE AT CREEKSIDE AND BELTLINE.

AND IN ORDER TO ENSURE THAT WE HAVE ADEQUATE THROUGHPUT AND WE'RE NOT HAVING ANY KIND OF CONGESTION ISSUES.

WE WANT TO WORK TO ENSURE THAT ALL THREE OF THOSE TRAFFIC SIGNALS ARE CONNECTED WITH WITH FIBER OPTICS IN ORDER TO, YOU KNOW, ALLOW FOR THAT THROUGHPUT TO OCCUR.

AND SO STAFF HAS BEEN WORKING WITH OUR CONSULTANT ENGINEER, KIMLEY-HORN, ON THAT PROJECT AND ALSO COORDINATING WITH THE CITY OF MESQUITE, BECAUSE CITY MESQUITE ACTUALLY MAINTAINS OUR TRAFFIC SIGNALS ON AT BELTLINE AND TOWNE EAST.

AND SO THIS PROJECT WILL INVOLVE AN UPGRADE OF THOSE SIGNALS.

THE COORDINATION THROUGH THE FIBER, AS I MENTIONED, AS WELL AS SOME TURN LANE IMPROVEMENTS IN ORDER TO HELP FACILITATE TRAFFIC THROUGHPUT AND SAFETY IN THAT, IN THAT SECTION OF BELTLINE. AND SO THAT DESIGN IS ONGOING, AND WE EXPECT TO BEGIN CONSTRUCTION ON THOSE IMPROVEMENTS THIS FALL.

AND HAVE ALL THOSE IMPROVEMENTS COMPLETED BY NEXT SPRING OF 2026.

NEXT, I'D LIKE TO TOUCH ON EAST TRIP EAST TRIP.

THIS IS THE SECTION FROM THE COLLINS ROUNDABOUT TO EAST FORK.

WE'VE BEEN UNDERWAY WITH DESIGN ON THAT CORRIDOR FOR QUITE SOME TIME, AND WE'RE CURRENTLY OUT OUT FOR CONSTRUCTION BIDDING ON THAT AND EXPECT TO TO GO TO WORK IN LATE MAY OR EARLY JUNE.

AND THAT PROJECT WILL WILL LAST BASICALLY INTO FEBRUARY OF 2026.

SO AS PART OF THIS PROJECT THAT WE WILL BE AWARDING IN MAY, WE WILL ASK THE CONTRACTOR AT THE AT THE BEGINNING OF THE PROJECT TO TO PUT IN SOME TEMPORARY ASPHALT PAVEMENTS IN ORDER TO ENHANCE THE RIDEABILITY OF THAT OF THAT CORRIDOR THAT WE, WE KNOW IS IN BAD SHAPE TODAY. AND LATER THIS YEAR, THEY'LL ACTUALLY LET THE SECTION HERE IN SUNNYVALE.

AND SO WE'VE GOT QUITE A BIT OF WATER LINES THAT ARE IN CONFLICT WITH THAT PROJECT.

AND WE'VE GOT WE'VE GOT DESIGNS ALMOST COMPLETED FOR THE RELOCATION OF THOSE WATER CONNECTIONS AND THAT'LL, THAT'LL BE COMING BEFORE YOU LATER THIS SPRING OR EARLY SUMMER FOR CONSTRUCTION AWARD.

AND THEN WE EXPECT TO GO TO WORK LATER THIS SUMMER ON THAT AND HAVE WORK FINISHED, PROBABLY IN THE OCTOBER NOVEMBER TIME FRAME IN TIME FOR TEXDOT TO BE ABLE TO AWARD THE US 80 RECONSTRUCTION. ALSO, THE PUMP STATION, YOU KNOW, WE WE ARE PRETTY CLOSE TO WRAPPING UP THE WATER MASTER PLAN.
