IT'S CALLED THE GATEWAY PARK PLAN DEVELOPMENT ORDINANCE, OR PD ORDINANCE. THE TOTAL PROPERTY IS ABOUT 60.45 ACRES IN LAND AREA. THE REQUEST IN FRONT OF YOU TONIGHT IS FOR A PD AMENDMENT. BOTH THE CONCEPT PLAN AMENDMENT AND CERTAIN TEXT AMENDMENT TO THE PD ORDINANCE. THE PD ORDINANCE, AS STATED IN YOUR STAFF REPORT, AS WELL AS ATTACHED AS PART OF YOUR FULL AGENDA PACKET, ORIGINALLY WAS ADOPTED IN 2021, AND THEN THE PD ORDINANCE HAS BEEN AMENDED ONCE. SO IT WAS ADOPTED IN JUNE AND THEN IN DECEMBER IT WAS AMENDED ONCE WITH SOME MINOR MODIFICATIONS. SO THAT'S THE PD ORDINANCE WE'RE AMENDING TONIGHT OR REQUESTING FOR AMENDMENT TONIGHT. FOR THE REASONS EXPLAINED IN THE BACKGROUND MEMO, STAFF RECOMMENDS APPROVAL OF THE PD AMENDMENT REQUEST. SOME OVERALL BACKGROUND INFO ON THE PLANNED DEVELOPMENT ZONING. BECAUSE JUST LIKE SOME OF YOU, I'M ALSO NEW TO THE TOWN. WHEN THIS ORDINANCE WAS ADOPTED OR ORIGINALLY ENACTED, WASN'T ON TOWN STAFF, SO I THOUGHT IT WOULD BE VALUABLE TO GIVE SOME, YOU KNOW, JUST OVERALL BIG BROAD BRUSH OVERVIEW OF THE PD ZONING. SO IN THE GATEWAY PARK PD WAS FIRST ENVISIONED IN 2021. IT WAS ENVISIONED TO BE A BASE ZONING OF LOCAL RETAIL, SO MAINTAIN THE BASE ZONING OF LOCAL RETAIL. HOWEVER, INTRODUCED TWO ADDITIONAL SUBDISTRICTS. THEY WERE CALLED SPORTS AND ENTERTAINMENT SUBDISTRICT AND POCKET NEIGHBORHOOD SUBDISTRICT. THE IMAGE ON THE RIGHT SIDE OF YOUR SCREEN THAT BASICALLY SHOWS KIND OF THE OVERLAY MAP OF HOW THOSE DISTRICTS WERE GOING TO IN SOME CASES SUPERIMPOSE ON ONE ANOTHER, AND HOW THE USE IS ALLOWED WITHIN EACH SUBDISTRICT ARE GOING TO WORK WITH EACH OTHER. SO IF YOU THINK OF IT AS A THREE LAYERED MAP. BUT IF SOMETHING REQUIRES A SPECIAL USE PERMIT APPROVAL WITHIN LOCAL RETAIL, SUCH AS ANOTHER APPLICATION ON THE AGENDA TONIGHT, WHICH IS THE GASOLINE SERVICE STATION, REQUIRES A SUP APPROVAL, THEN THAT WOULD REQUIRE APPROVAL OF SUP. FOR EXAMPLE, WITHIN THE ADDITIONAL SUBDISTRICT. SO SPORTS AND ENTERTAINMENT. PLAY FIELDS, ARENA. STADIUM PARK, PLAYGROUND, FOOD TRUCK COURT. UP TO FOUR FOOD TRUCKS. SO THAT'S IN A NUTSHELL OR A VERY BASIC OVERVIEW OF THE USES WITHIN THIS PD ZONING USE ALLOWANCES. NOW LOOKING FOR TONIGHT THE THE TWO MAPS OR THE TWO CONCEPT MAPS YOU SEE ON YOUR SCREEN. NOT JUST THIS PD AMENDMENT, BUT THE FUTURE APPLICATIONS OF THE SITE PLAN AS WELL AS THE SUP. THE APPLICANT IS PROPOSING A 58,000 SQUARE FOOT GROCERY STORE, NAMELY THE TOM THUMB GROCERY STORE, A 24,500 SQUARE FOOT MULTI-TENANT, MULTI-TENANT RETAIL AND RESTAURANT BUILDING, AND A AND 31,112 SQUARE FOOT CONVENIENCE STORE AND GASOLINE SERVICE STATION TO SHOW ALL THOSE NEW PROJECTS ON THE CONCEPT PLAN. THEY HAD TO AMEND THE OR. THEY HAVE TO AMEND THE CONCEPT PLAN THAT IS RIGHT NOW ATTACHED WITH THE ORDINANCE OR MADE PART OF THE ORDINANCE. THESE USES ARE ALLOWED BY RIGHT AS RETAIL USE IS ALLOWED BY RIGHT, SO THE USES ARE NOT AT CONFLICT HERE. THE SUP WILL SEE THE NEXT ITEM ON AGENDA. THAT'S FOR THE CONVENIENCE STORE AND THE GASOLINE SERVICE STATION. HOWEVER, BECAUSE THE CONCEPT PLAN FOR ANY PD, YOU HAVE TO MEET THE CONCEPT PLAN. THE INTENT OF IT. SO THAT'S WHY THIS AMENDMENT IS BEING PROCESSED. SO THAT'S PART ONE. PART TWO IS WE'RE ALSO MAKING SOME TEXT AMENDMENTS TO THE PD. NOW IF YOU REVIEW OUR UNIFIED DEVELOPMENT ORDINANCE SIGNAGE REQUIREMENTS, THEY'RE VERY RESTRICTIVE. AND FOR A PROJECT LIKE THIS, WHICH IS GOING TO BE MIXED USE WITH DIFFERENT TENANTS AND MULTIPLE TENANTS OCCUPYING A BIG SITE LIKE THIS. OUR BASIC STUDIO SIGN ORDINANCE IS NOT REALLY EQUIPPED TO ADDRESS THOSE KIND OF SIGNAGE NEEDS. SO ORIGINALLY WHEN THE ORDINANCE WAS APPROVED, THEY HAD CERTAIN SIGN ALLOWANCES. HOWEVER, WITH THIS PROJECT, WE NEED TO ADJUST THOSE SIGNAGE REQUIREMENTS BECAUSE WE NEED TALLER SIGNS OR BIGGER SIGNS FOR THE TOM THUMB SITE, AS WELL AS THE MULTI-TENANT SIGNS FOR MULTIPLE TENANTS TO LOCATE ON THE SAME MONUMENT SIGN. SO THAT'S ANOTHER AMENDMENT OR PART OF THE TEXT AMENDMENT. THERE ARE CERTAIN OUTSIDE DISPLAY AND MERCHANDIZING FOR THE GROCERY STORE THAT IS BEING PROPOSED. OF COURSE, IT'S PRETTY TYPICAL FOR ANY NEW GROCERY STORE. AND THEN THE UNIFORM LED LIGHTING FOR THE TOM THUMB SPECS. AND THEN THE EXISTING PD HAS SOME LANDSCAPE MEDIAN REQUIREMENTS ON THE INTERIOR DRIVEWAYS. THE APPLICANT IS PROPOSING TO REMOVE THAT REQUIREMENT BECAUSE WITH THE PROPOSED PLAN, IT'S NOT SHOWING THOSE LANDSCAPE MEDIANS ON THE INTERIOR DRIVES. I WANTED TO GIVE YOU A BIT MORE DETAIL ABOUT THE SIGNAGE, BECAUSE WHEN WE ARE LOOKING AT THE PDF AMENDMENT, THOSE ARE THE KEY FEATURES YOU'RE LOOKING AT. WE ARE NOT CHANGING ANY USE ALLOTMENTS SO FAR. WE ARE CHANGING THE CONCEPT PLAN OR UPDATING THE CONCEPT PLAN. AND WE ARE ALSO UPDATING THE SIGNAGE ALLOWANCES SO THE APPLICANT HAS REQUESTED, IF YOU LOOK AT THE PACKET, HAS THE FULL DETAIL PRINTOUTS OR THE DETAILED PLANS OF ALL THE SIGNAGE IS REQUESTED. HOWEVER, FOR ANY NEW SIGNAGE, WHETHER THEY'RE ALLOWED WITHIN THE UDO OR THEIR RESPECTIVE ZONING ORDINANCE. ANY NEW SIGNAGE WILL REQUIRE SIGN, PERMIT, APPLICATION AND APPROVAL THROUGH THE TOWN'S BUILDING PERMIT DIVISION, SO THAT'S NOT AN EXCEPTION. AS I MENTIONED, WE ARE COORDINATING WITH THE CITY OF MESQUITE. THE THE TOWN HAS LOOKED AT THIS AND RECOGNIZES THAT WE'RE GOING TO HAVE TO DO SOME IMPROVEMENTS ON OUR OWN. FIRST OF ALL, TO BRING ALL THE EQUIPMENT UP TO CURRENT STANDARDS FOR THE TOWN. EAST BOULEVARD SIGNAL THE NEW SIGNAL THAT THIS APPLICANT IS GOING TO INSTALL AT THEIR MAIN ENTRANCE AND DOWN AT CREEKSIDE, WHICH IS THE NEXT SIGNAL TO THE SOUTH. THOSE SIGNALS ARE FAIRLY CLOSE TOGETHER. TYPICALLY, WHEN SIGNALS ARE LESS THAN 1000 FOOT APART, YOU REALLY NEED TO COORDINATE, BECAUSE IF YOU RELEASE, IF ONE SIGNAL GETS A GREEN AND IT THE TRAFFIC JUST MOVES INTO ANOTHER RED SIGNAL, JUST A, YOU KNOW, 1000 FOOT DOWNSTREAM, IT JUST BACKS UP EVERYTHING AND THE SIGNALS DON'T OPERATE. YOU DON'T CLEAR THE TRAFFIC BEFORE IT HITS ANOTHER SIGNAL, AND IT JUST MULTIPLIES THE CONGESTION YOU HAVE OUT THERE. SO WHAT WE WANT TO DO AND WHAT WE'RE TALKING TO MESQUITE ABOUT, IS SETTING UP A COORDINATED SIGNAL SYSTEM ALL THE WAY UP. BELTLINE ROAD ALL THE WAY DOWN FROM US 80. WE WANT TO PUT THOSE ALL ON A SINGLE COORDINATED SIGNAL SYSTEM, WHICH WOULD REQUIRE BUILDING A FIBER LINE DOWN BELTLINE ROAD, CONNECTING INTO MESQUITE FIBER SYSTEM. AND THEY ACTUALLY HIRE AN OUTSIDE CONSULTANT THAT DOES DYNAMIC SIGNAL OPTIMIZATION DURING TRAFFIC PEAK HOURS. SO THAT'S HOW THEY'RE HANDLING THEIR SIGNAL SYSTEM. WE WANT TO BASICALLY ADD BELTLINE ROAD, THIS SEGMENT OF BELTLINE ROAD TO THEIR SYSTEM IN ORDER TO OPTIMIZE AND DO WHAT THEY CALL DYNAMIC SIGNAL OPTIMIZATION, WHERE YOU ACTUALLY HAVE CAMERAS LOOKING AT EACH INDIVIDUAL INTERSECTION. AND WHAT WILL HAPPEN IS THERE'S ACTUALLY ARTIFICIAL INTELLIGENCE THAT LOOKS AT THAT NOW AND OPTIMIZES SIGNAL OPERATION TO GET THE MAXIMUM THROUGHPUT, MAXIMUM CAPACITY, AND MINIMIZES THE DELAY FOR ALL THE VEHICLES ON THAT SEGMENT. SO WHAT THEY'LL BE DOING IS ADDING ESSENTIALLY KIND OF A FOURTH LANE ON THE OUTSIDE SO THAT TRAFFIC MAKING THE TURN INTO THE SITE CAN GET OUT OF THE THROUGH LANE. THE NORTH SOUTH THROUGH LANE. OUTSIDE LANE THAT IS NORTHBOUND ON BELTLINE TO GET THEM OUT OF THAT TRAFFIC FLOW. AND SO THEY CAN STACK SOMEWHAT AS THEY'RE MAKING THAT RIGHT TURN. MOVEMENT INTO THE SHOPPING CENTER. SOME OF THIS IS GOING TO BE DEPENDENT ON THE TOWN, ON DOING SOME WORK OURSELVES, THOUGH UNDER A SEPARATE CONTRACT AND WORKING WITH MESQUITE TO OPTIMIZE THE THE ENTIRE OPERATION OF BELTLINE ROAD. HOWEVER, THAT TO AVOID THE UTILITY CONFLICTS BECAUSE THOSE ARE PRIVATE UTILITIES THAT WOULD HAVE PUSHED THE PROJECT TIMELINE MUCH FARTHER. THAT'S ONE OF THE REASONS I MENTIONED THAT IT'S PROBABLY NOT GOING TO HAPPEN IMMEDIATELY, BUT IT'S ONE OF THE THINGS THAT IS IN THE PLANS. ON THAT SPECIFIC CORNER, AS MENTIONED THERE, THERE'S A LOT OF POWER POLES. IF YOU LOOK AT THE POWER POLES, THERE'S LOTS OF EQUIPMENT ON THEM. THEY'RE GOING TO HAVE TO MOVE SOME OF THE POWER POLES ANYWAY. THE DEVELOPER, IN ORDER TO GET THOSE RIGHT TURN BAYS IN AND APPROACHES IN. BUT RIGHT NEAR THE CORNER ITSELF IS SOME AT&T SWITCHGEAR. IT'S FIBER SWITCHGEAR. MOVING THAT TYPE OF EQUIPMENT IS A VERY, VERY LONG LEAD TIME. SO THE LIKELIHOOD OF HAVING THAT RIGHT TURN SLIP LANE COMPLETED BY THE TIME THIS SHOPPING CENTER OPENS UP IS HIGHLY UNLIKELY, PRIMARILY BECAUSE OF HOW LONG IT'S GOING TO TAKE TO MOVE SOME OF THAT AT&T SWITCHGEAR.
