THIS PROPOSED TEXT AMENDMENT IS GOING TO ADD AN EXCEPTION TO THAT TO THAT PROHIBITION WHERE FENCE AMENDMENT WHERE CHAIN LINK FENCE WOULD ONLY BE ALLOWED AROUND RESIDENTIAL PRIVATE SPORTS COURTS. IN THE LAST BULLET POINT UNDER PROPOSED AMENDMENT, THE GREEN TEXT KIND OF GIVES YOU THE HIGHLIGHT OF THE MAIN AMENDMENT THAT'S BEING PROPOSED, WHICH IS THEY'RE ONLY GOING TO BE ALLOWED AROUND RESIDENTIAL REAR YARD SPORTS COURTS, MAXIMUM HEIGHT TO BE NINE FEET OR NOT TO EXCEED NINE FEET.

IT CANNOT BE WITHIN THE FRONT FOR SURE. ALL NEW FENCE INSTALLATIONS ALWAYS REQUIRE PERMIT APPROVAL.
IT WOULD BE THE SAME WAY FOR THE CHAIN LINK FENCING AS WELL IF THIS AMENDMENT IS APPROVED.
THE REASON I UNDERLINED THE BLACK OR DARK GREEN COATING IS TOWARDS THE BOTTOM PART OF THE SLIDE.
ONE OF THEIR RECOMMENDATION OF APPROVAL WAS THEY WANTED TO ADD THIS, SUBSECTION 5.8, IN THE PROPOSED ORDINANCE THAT ALL GALVANIZED MATERIALS USED FOR CHAIN LINK FENCE CAN BE EITHER RAW OR COATED, WHICH THAT MEANT IS IT KIND OF KEPT IT OPEN ENDED WHERE A CONTRACTOR OR A HOMEOWNER COULD INSTALL A CHAIN LINK FENCE WITH THE GALVANIZED POST TO BE EITHER LIKE RAW, WHICH IS LIKE A STEEL KIND OF COLOR, OR COATED IN ANY KIND OF COLOR THEY CHOOSE. AFTER CONFERRING WITH STAFF AND THE TOWN ATTORNEY'S OFFICE STAFF IS RECOMMENDING THAT THE PROPOSED ORDINANCE TEXT ACTUALLY READS THAT BLACK OR DARK GREEN COATING IS REQUIRED, SO WE DON'T KEEP IT OPEN ENDED WHERE IT MIGHT CAUSE SOME UNINTENDED CONSEQUENCES BASED ON PEOPLE'S ESTHETIC PREFERENCES. THIS IS A CUTOUT OF THE MAP THAT I HAVE THE FULL MAP IN THE AGENDA PACKET.
IT SHOWS THE PROPERTIES THAT ARE HIGHLIGHTED OR CIRCLED IN RED.

HOWEVER, IN MANY CASES, MOST OF THESE SUBDIVISIONS ARE ALSO REGULATED BY THEIR HOMEOWNERS ASSOCIATIONS, RULES, OR LAWS OR COVENANTS, AS WE CALL THEM, AS IT'S STANDARD THROUGHOUT THE STATE OF TEXAS, AS WELL AS IN MANY CASES THROUGHOUT THE UNITED STATES.

SO IN ORDER TO DO THAT WE DID LOOK AT ALL DIFFERENT OPTIONS, AND IT WOULD BASICALLY COME DOWN TO THE PREFERENCE OF, OF WHATEVER THE TOWN WOULD LIKE. OBVIOUSLY GOING UNDERGROUND IS THE MOST EXPENSIVE OPTION AND WOULD COST THE TOWN THE DIFFERENCE IN COST OF WHAT WE WOULD, WHAT WE COULD INSTALL IT OVERHEAD VERSUS UNDERGROUND.
AND THE EXPENSE TO THE TOWN WOULD BE AN ESTIMATED 4 TO $5 MILLION.
WE WOULD PROBABLY HAVE TO LOOK AT ADDING SOME ADDITIONAL POLES ON THE EAST SIDE, BECAUSE WHENEVER YOU INSTALL A DOUBLE CIRCUIT AND THICKER WIRE, IT'S HEAVIER AND MORE STRESS ON THE ON THE EXISTING POLE LINES.

ON APRIL 22ND, THE COUNCIL APPROVED THE CHANGE ORDER ONE WHICH ADDRESSED BACKFILL IMPROVEMENTS FOR SEWER AND ALLEY DETAILS, INCREASING THE CONTRACT BY 91,007 90 TO A TOTAL OF 5.8 MILLION.
TODAY, WE'RE CONSIDERING CHANGE ORDER NUMBER TWO, WHICH INCLUDES CHANGES TO THE CONSTRUCTION DRAWING, INSTALLING NINE BY SEVEN FOOT JUNCTION BOXES WITH GRADE INLETS, ADDING CULVERT INLET COMBINATIONS, AND MODIFYING AN EXISTING FIVE BY SEVEN FOOT JUNCTION BOX TO INCLUDE AN ADDITIONAL 4X4 FOOT GRADE.
THE CURRENT SYSTEM, WHICH INCLUDES A SINGLE 4X4 FOOT GRADE OFTEN CLOGGED WITH DEBRIS, WORSENING FLOODING DURING MAJOR STORMS. CHANGE ORDER TWO WILL INCREASE THE CONTRACT BY 48,100, BRINGING THE TOTAL TO 5.8, AND WILL EXTEND THE PROJECT SCHEDULE BY TEN CALENDAR DAYS TO ACCOMMODATE THESE CRUCIAL IMPROVEMENTS.

AND, YOU KNOW, ONE OF THE NEIGHBORS HAS WHO'S AN ELDERLY INDIVIDUAL SAYS, YOU KNOW, IF IT WERE TO HAPPEN TODAY, HE WOULDN'T BE ABLE TO GO OUT THERE BECAUSE HE PHYSICALLY WENT OUT THERE AND UNCLOGGED THE THE GREAT INLET DURING THE RAIN EVENT.
SO THAT'S WHY WE'RE PROPOSING TO ADD WHAT YOU SEE IN BLUE IS HIGHER UP.
WE'RE ADDING ANOTHER 4X4 GRADE TO AN EXISTING JUNCTION BOX.
AND THEN ALSO THAT THE ONE THAT'S NEAREST TO YOU IS A GRATE AND CURB INLET COMBINATION THAT'S GOING TO HELP WITH THAT DEBRIS PILE. SO WE'RE USING THE EXISTING SYSTEM THAT'S ALREADY THERE.
AND WE'RE JUST ADDING MORE INLETS TO HELP WITH THE WATER.
SO LET ME MAKE SURE I UNDERSTAND. SO THE THE ONE THE LOWER LEVEL WHICH IS KIND OF DARK BROWN, YOU'RE REPLACING THE 4X4 WITH A SEVEN BY NINE.
SO WHAT YOU SEE IS THE 4X4 GRATES. BUT UNDERNEATH IS A JUNCTION BOX.
AND YOU'RE GOING TO NEED A JUNCTION BOX THAT CONNECTS THOSE ARROWS THAT ARE IN RED THERE.
THEY REPRESENT EXISTING PIPE. THAT'S THE ARROWS OR THE HEAVIER ARROWS.
SO THE SKINNY ARROWS ARE TWO 24 INCH PIPES THAT ARE COMING IN.
SO WE NEED A JUNCTION BOX THAT CONNECTS THOSE 224.
AND THE ONES YOU SEE, THE THICKER ONES THERE EXITING.
THOSE ARE 36 INCH PIPES. SO YOU NEED A BIG JUNCTION BOX THAT CONNECTS ALL THAT SYSTEM.
SO THAT'S THAT'S THE JUNCTION BOX. AND THEN THE GRADE INLETS WHAT YOU SEE ON TOP.
SO THE GRADE ALLOW THE WATER TO GO DOWN TO THE JUNCTION BOX COLLECTS THAT.

AND THERE WAS JUST A MAT OF THESE TRASH BAGS AND TRASH CANS OVER THAT GREAT INLET THAT WAS OBSTRUCTING, LARGELY OBSTRUCTING THE THE FLOW OF WATER INTO THAT INLET.
AND SO THE WATER WAS BUILDING UP, GETTING DEEPER AND DEEPER.
AND IF I HADN'T GOT OUT OF THE TRUCK AND PUSHED THAT STUFF OFF TO THE SIDE, IT PROBABLY WOULD HAVE GOT DEEP ENOUGH TO GO OVER LAND INTO THOSE RESIDENTS GARAGES ON THE SOUTH SIDE OF THAT ALLEY AND THE HOMEOWNERS THAT LIVE THERE, THEY THEY EXPLAINED THAT WHEN THEY HAVE A RAIN, THEY LITERALLY HAVE TO GET UP, EVEN IF IT'S IN THE MIDDLE OF THE NIGHT, GO OUT TO THAT ALLEY AND, AND BASICALLY STAND WATCH OVER THAT GREAT INLET TO KEEP THE DEBRIS OFF OF IT SO THAT IT FUNCTIONS AND DOESN'T GET OBSTRUCTED WITH DEBRIS IN ORDER TO ENSURE THAT THEIR HOMES DON'T GET FLOODED. THIS HAS EVIDENTLY BEEN GOING ON SINCE THAT SUBDIVISION WAS BUILT.
GREAT INLETS AT SAG POINT. IT'S KIND OF LIKE JUST THINK OF YOUR YOUR KITCHEN SINK AND SAY THE FAUCET WAS RUNNING AND ALL OF A SUDDEN THE THE WASH RAG OR THE SPONGE GOT STUCK OVER THE OUTLET TO YOUR SINK.
AND THAT'S KIND OF THE SITUATION THAT THEY'RE DEALING WITH.
AND SO WHAT WE'RE DOING IS WE'RE ADDING AN INLET UPHILL FROM THAT.
ANOTHER GREAT INLET, THE BLUE INLET, IS NOT ACTUALLY, IT'S A COMBINATION INLET.
SO IT'S A COMBINATION OF A NORMAL CURVE INLET WITH A GRATE IN FRONT OF IT.
IT'S KIND OF A SAFETY VALVE THAT WILL OPERATE TO GET THAT WATER OUT OF THERE, WITHOUT THE HOMEOWNERS HAVING TO STAND GUARD OVER THAT INLET AND GET THE DEBRIS OFF OF IT. SO IT'S IT'S BASICALLY ADDING A LOT OF BACKUP CAPACITY TO THE INLETS OUT THERE SO THE WATER CAN GET INTO IT. PLUS, THAT COMBINATION INLET HAS A CURB OPENING AS WELL TO ALLOW THAT WATER TO GET IN THERE SHOULD THE GRATE IN FRONT OF THAT INLET BECOME OBSTRUCTED WITH DEBRIS. SO THE DEBRIS WILL GO INTO THAT INLET? THE CURB LINE WOULD BE THE BLUE ONE THERE. THAT WOULD BE SLIGHTLY TO I GUESS THAT WOULD BE THE WEST OF THE EXISTING GREAT INLET, AND SO IF THE WATER GOT IT WOULD PICK UP WATER COMING FROM THE WEST TRYING TO GET TO THAT SAG POINT.
AND SHOULD THE SAG POINT START FILLING UP THERE, IT WOULD, IT WOULD GET ABOUT SIX INCHES DEEP AND THEN START FLOWING INTO THAT INLET AS WELL. SO YEAH. THANK YOU SIR, I APPRECIATE THAT.
I DON'T HAVE ANY PROBLEMS WITH THE MONEY AT ALL OR THE DEVELOPMENT.
