I LOVE THAT. I AM A SUNNYVALE RESIDENT, BUT I HAVE LIVED IN DALLAS PROPER IN THE PAST, AND THE LAST THING I WANT IS FOR OUR COMMUNITY TO BECOME LIKE DALLAS, WHICH IS A GREAT PLACE TO LIVE IF YOU'RE A FORD OR A CHEVROLET, BUT NOT REALLY A GREAT PLACE IF YOU'RE A HUMAN BEING.

I'M HERE TONIGHT BECAUSE I BELIEVE THAT SUNNYVALE IS A BETTER PLACE FOR.

I MEAN, IF SOMETHING'S ON SALE, YOU'VE GOT TO BUY IT, RIGHT? NO, OF COURSE NOT. IF WE DON'T NEED IT, IT IS NOT A BARGAIN AT ANY PRICE.

I'VE ALSO HEARD THAT THERE MAY BE THOSE IN THE ADMINISTRATION WHO ARE CONCERNED ABOUT OUR EMERGENCY RESPONSE TIME TO THIS AREA.

BUT THE DISTANCE FROM THE SUNNYVALE FIRE STATION TO THE DUCK CREEK CROSSING IS ROUGHLY EQUIDISTANT, WHETHER YOU RUN UP COLLINS OR UP BELTLINE. SO IF WE WANT TO IMPROVE RESPONSE TIME TO THIS AREA, THERE IS A WAY TO DO IT. BUT IT DOESN'T HAVE ANYTHING TO DO WITH THE BRIDGE. IT HAS TO DO WITH CREATING AN AUTOMATIC ASSISTANCE AGREEMENT WITH THE CITY OF MESQUITE, WHICH HAS A MUCH CLOSER FIRE STATION. NOW, I KNOW THAT WE HAVE MUTUAL AID.

THIS IS NOT THE SAME THING AS MUTUAL AID. MUTUAL AID IS SLOW, CLUNKY, INEFFICIENT.

IT. DALLAS HAS TO DO IT FOR US. WE RELY ON THEM TO MAKE PHONE CALLS.

AUTOMATIC ASSISTANCE HARNESSES THE POWER OF COMPUTER ASSISTED DISPATCH AND GEOGRAPHIC INFORMATION SYSTEMS TO AUTOMATICALLY SEND THE CLOSEST UNIT WHEN WE HAVE AN

WE JUST HAD A LOT OF DRAG RACING GARBAGE IN OUR YARDS.

WHAT DO YOU WANT TO CALL IT? I TALKED TO ONE OF THE POLICE OFFICERS. MY MAILBOX WAS RAN OVER BY A DRUNK DRIVER.

I HAD TO PAY $1,000 TO REPLACE MY OWN MAILBOX, NEVER GOT THAT MONEY BACK AND EVEN TRIED TO SERVE A WARRANT.

THE POLICE OFFICERS I SPOKE WITH SAID THERE WAS EVEN PROSTITUTION, DRUGS LIKE FIREARMS AND ALL OF THE VEHICLES THEY STOPPED.

SO WE KNOW WHAT WAS GOING THROUGH OUR NEIGHBORHOOD.

SO THAT'S WHAT I WOULD SAY IS OUR COMMUNITY, SINCE THAT BRIDGE HAS BEEN SHUT DOWN, HAS BEEN WAY SAFER, MORE PEACEFUL. WE DO HAVE PEOPLE THAT WALK. WE DO NOT LIVE IN A COMMUNITY THAT IS HOA.

IT IS A JUST A RURAL STREET. AND THE TYPE OF TRAFFIC AND THE PEOPLE THAT WERE GETTING ON THAT ROAD WHEN THAT BRIDGE IS OPEN IS COMPLETELY DIFFERENT THAN WHEN IT'S CLOSED DOWN LIKE IT IS NOW.

SO THAT'S ALL I'LL SAY. JUST CONSIDER PROBABLY WHAT'S BEST FOR OUR RESIDENTS AND OUR AREA AND FOR THE PEACE AND SAFETY OF THE PEOPLE.

I GUESS MY BIGGEST QUESTION IS, IF IT'S NOT THERE, WHAT'S THE BENEFIT TO THE COMMUNITY? VERSUS IF IT IS THERE, WHAT'S THE BENEFIT TO THE COMMUNITY? I SAY IF IT'S NOT THERE, IT BENEFITS A SUBSTANTIAL NUMBER OF SUBSTANTIAL MEMBERS OF YOUR COMMUNITY.

I WAS ALARMED TO. I LOOKED UP A STUDY ONLINE THAT SAID THE TRAFFIC COUNT IN 2011 WAS 700 CARS PER DAY, AND I WAS KIND OF SURPRISED THAT IT WAS THAT LOW.

THEY PROJECT THAT BY 2031, THE TRAFFIC COUNT WILL BE 900.

I THINK THIS IS ASSOCIATED WITH THE MAYBE ASSOCIATED WITH THE NUMBERS THAT ARE BEING RUN, THAT THE STUDIES THAT WERE DONE WITH REGARD TO THE

I'M DATA DRIVEN AND NUMBERS DRIVEN, SO I'D LIKE TO TAKE AN OPPORTUNITY TONIGHT TO GIVE A FEW NUMBERS WITHIN A ONE MILE RADIUS OF THE BRIDGE ON BARNES BRIDGE, THERE ARE APPROXIMATELY 2954 PEOPLE. ONLY 181% OR I'M SORRY, ONLY 181 OR 6% OF THOSE PEOPLE ARE SUNNYVALE RESIDENTS, 2773 OF THEM, OR 94%, ARE FROM THE CITY OF GARLAND.

WITHIN A TWO MILE RADIUS OF BARNES BRIDGE, THERE'S APPROXIMATELY 19,590 OR 19,500 RESIDENTS.

ONLY 1906 PEOPLE, OR 10% OF THOSE ARE SUNNYVALE RESIDENTS.

WITH 17,684 PEOPLE OR 90% ARE FROM THE CITY OF GARLAND.

THE VAST MAJORITY OF TRAFFIC THAT WOULD CROSS OVER A REOPENED BARNES BRIDGE ROAD BRIDGE WILL BE FROM PEOPLE WHO DO NOT LIVE IN OR PAY TAXES IN SUNNYVALE.

THIS MEANS THAT THE TAXPAYERS IN OUR SMALL TOWN WILL HAVE TO FOOT THE BILL, NOT JUST FOR THE PORTION OF THE COST TO REBUILD THE BRIDGE, BUT ALSO FOR THE ADDITIONAL MAINTENANCE TO BOTH THE BRIDGE AND THE INEVITABLE DAMAGE TO BARNES BRIDGE ROAD FROM THE ADDED TRAFFIC.

OUR TOWN AND OUR TAXPAYERS WOULDN'T EVEN BE THE PRIMARY PEOPLE USING IT.

THE SUNNYVALE FIRE DEPARTMENT IS CLOSER TO THE FURTHEST HOUSE ON BARNES BRIDGE, WITH THE BRIDGE CLOSED THAN IT IS TO SEVERAL OTHER HOMES AND STREETS WITHIN THE SOUTHERN PART OF SUNNYVALE. NOT TO MENTION THE BRIDGE ITSELF ON BARNES BRIDGE ROAD IS EFFECTIVELY EQUIDISTANT FROM THE FIRE DEPARTMENT, WHETHER THEY TRAVERSE NORTH ON COLLINS OR NORTH ON BELTLINE.

SUNNYVALE RESIDENTS HAVE A CERTAIN LEVEL OF CARE FOR THEMSELVES, THEIR LOVED ONES, THEIR PROPERTY, THEIR COMMUNITY, THEIR NEIGHBORS. THAT IS UNMATCHED BY ANY COMMUNITY I'VE EXPERIENCED.

HAVE YOU HAVE, AS YOU HAVE HEARD TONIGHT, THE OVERWHELMING MAJORITY OF PEOPLE WHO WILL USE THE BRIDGE IF IT IS REOPENED AND WHO WILL DRIVE DOWN OUR CURRENTLY SAFE RURAL STREET, ARE NOT SUNNYVALE CITIZENS. THEY DO NOT UPHOLD THE SAME VISION FOR OUR TOWN THAT WE ALL BELIEVE IN, AND THAT WE ELECTED YOU TO UPHOLD ON OUR BEHALF.

THE VISION IS REFLECTED IN THE TOWN OF SUNNYVALE VISION STATEMENT, WHICH IS SUNNYVALE, IS A UNIQUE RURAL COMMUNITY WITH SMALL TOWN VALUES THAT PROVIDES A HIGH QUALITY OF LIFE, WITH SAFE NEIGHBORHOODS, APPEALING PLACES TO RECREATE, AND QUALITY BUSINESSES AND MUNICIPAL SERVICES.

SHOULD COUNCIL CHOOSE TO DENY THIS REQUEST OF ITS CITIZENS TO REOPEN THIS MATTER, AND IF THE BRIDGE DOES NOT REMAIN CLOSED, BARNES BRIDGE ROAD WILL NO LONGER FIT WITHIN THE PARAMETERS SET OUT IN THE TOWN'S VISION.

BARNES BRIDGE ROAD IS A LEGACY OF SUNNYVALE, AND IF THE BRIDGE IS OPEN, OUR ROAD WILL LOSE OUR UNIQUE RURAL COMMUNITY AND OUR SMALL TOWN FEEL. WE WILL BECOME A BUSY, CUT THROUGH STREET FOR THE LARGE CITIES THAT SURROUND US, CITIES THAT DON'T BELIEVE IN THE PRESERVATION OF TOWNS LIKE OURS, CITIES WITH HIGHER CRIME, MORE TRASH, AND NO STAKES IN THE WELL-BEING OF SUNNYVALE.

THE HIGH QUALITY OF LIFE AND SAFE NEIGHBORHOOD WE CURRENTLY ENJOY WILL BE A THING OF THE PAST.

OUR QUALITY OF LIFE WILL BE HUGELY NEGATIVELY IMPACTED BY THE SUBSTANTIAL INCREASE IN NOISE, LITTER AND TRAFFIC. MOST IMPORTANTLY, THE SAFETY OF OUR NEIGHBORHOOD WILL BE JEOPARDIZED BECAUSE THE MAJORITY OF PEOPLE DRIVING DOWN OUR ROAD WILL NO LONGER BE SUNNYVALE CITIZENS.

THEY WILL BE QUICK TO DISREGARD SPEED LIMITS AND SAFETY PRECAUTIONS.

WE KNOW THIS BECAUSE THEY DID IT BEFORE THE BRIDGE CLOSED AND THEY DO IT NOW.

FORTUNATELY, RIGHT NOW IT DOESN'T HAPPEN FREQUENTLY BECAUSE THE BRIDGE IS CLOSED.

IF YOU QUESTION THE VALIDITY OF MY CLAIMS, I INVITE YOU TO COME SIT IN MY DRIVEWAY FOR A FEW HOURS.

NO MORE CONVERSATIONS AT THE MAILBOXES OR EVEN WALKING ACROSS THE STREET TO RETRIEVE OUR MAIL.

NO FRONT YARD HOLIDAY GATHERINGS, NO DRIVING UTVS OR GOLF CARTS TO VISIT A NEIGHBOR.

THE SAFE NEIGHBORHOOD AND APPEALING PLACES TO RECREATE THAT WE CURRENTLY ENJOY INCLUDING, AND MOST IMPORTANTLY, OUR OWN FRONT YARDS AND MAILBOXES WILL BE DISRUPTED AND EVEN DANGEROUS.

COUNCIL VOTED TO REOPEN THE BRIDGE. THAT WAS 1729 DAYS AGO.

WHAT HAS CHANGED SINCE THEN? I THINK A COUPLE THINGS.

SAFETY IS MY NUMBER ONE CONCERN. I'VE HEARD SOME COUNTERPOINTS OF OPENING THE BRIDGE FOR SAFETY REASONS, AND I THINK THAT SOME OF THOSE HAVE BEEN KIND OF DISPUTED HERE BY OTHERS, SO I WON'T GO INTO THAT. BUT THE SEVERITY OF AN ACCIDENT BECAUSE OF THE BRIDGE OPENING IS THE PROBABILITY AND SEVERITY OF SOMEONE DYING IN A VEHICULAR ACCIDENT OR A PEDESTRIAN BEING STRUCK BY A CAR IS MUCH, MUCH HIGHER THAN, YOU KNOW, A TREE FALLING DOWN AND A RESIDENT NOT BEING ABLE TO GET EMS SERVICES.

WHAT'S CHANGED SINCE 2019? SINCE, 1729 DAYS AGO, THE DECISION WAS MADE TO REOPEN THE BRIDGE.

WELL, THERE'S THE FIRESIDE COMMUNITY JUST NORTH OF THE POWER PLANT, WHICH IS 300 PLUS ROOFTOPS.

THE D.R. HORTON COUNCIL HAS ENTERTAINED AND IS MOVING FORWARD WITH PLANS TO REOPEN BARNES BRIDGE PARK BY THE LAKE AND HIGHWAY 190, WHICH HAS CONTINUED TO BE KICKED DOWN THE ROAD.

BUT THERE ARE PLANS TO HAVE AN ON RAMP AND AN OFF RAMP AT BARNES BRIDGE.

WE ARE GOING TO HAVE A FREEWAY EXIT ON A TWO LANE COUNTRY ROAD THAT IS A RESIDENTIAL ROAD, AND THERE'S GOING TO BE AN ON RAMP AND AN OFF RAMP THERE.

GOD FORBID HIGHWAY 190 GOES THROUGH OUR OUR SMALL TOWN.

I'M ALL FOR DATA DRIVEN SAFETY, SO I WOULD LOVE TO SEE SOME DATA THAT THAT SHOWS WHY BUILDING A BRIDGE IS NECESSARY OR WHY IT'S SAFE.

THE POTENTIAL INCREASE IN TRAFFIC FROM THE BRIDGE'S REOPENING COULD POSE SIGNIFICANT RISKS AND DISRUPT THE TRANQUILITY OF OUR COMMUNITY.

FURTHERMORE, OUR CURRENT ROAD INFRASTRUCTURE IS IN NEED OF REPAIR.

GIVEN THE STATE OF THESE ROADS, WHICH MAY STRUGGLE TO HANDLE INCREASED TRAFFIC FLOW ADEQUATELY, FREQUENT REPAIRS COULD LEAD TO ADDITIONAL ROAD HAZARDS AND FURTHER COMPROMISE THE SAFETY FOR EVERYONE IN SUNNYVALE.

MOREOVER. MOREOVER, THE INTRODUCTION OF AN ACTIVE TWO WAY TRAFFIC, COUPLED WITH A POTENTIAL DEVELOPMENT ON THE HORIZON AT 244 BARNES BRIDGE ROAD, COULD EXACERBATE EXISTING ROAD CONDITIONS. THIS COULD CHANGE.

THIS COULD CHANGE AND INTENSIFY CONGESTION AND FURTHER CAUSE FREQUENT REPAIRS THAT WILL BE NEEDED FOR THE ROAD.

ADDITIONALLY, I WISH TO HIGHLIGHT THAT MAIL DELIVERY IS CURRENTLY RECEIVED ON ONE SIDE OF BARNES BRIDGE ROAD, REQUIRING RESIDENTS TO CROSS A TWO WAY, 35 MILE PER HOUR TRAFFIC WITHOUT ADEQUATE CROSSWALKS, SIDEWALKS, OR SPEED DETERRENCE MEASURES. THIS SITUATION POSES A SEVERE DANGER TO PEDESTRIANS GOING TO RETRIEVE THEIR MAIL.

THIS SIDE OF SUNNYVALE HAS ALL THE INFRASTRUCTURE.

YOU HAVE RETAIL, YOU HAVE THIS LOVELY BUILDING THAT THAT OUR TAX DOLLARS HELP PAY FOR.

THEY HAVE SIDEWALKS, YOU HAVE WALKING PATHS, YOU HAVE PARKS, YOU HAVE A SCHOOL.

REALLY, ALL WE'RE ASKING FOR IS JUST TO BE ABLE TO WALK DOWN OUR STREET.

I DON'T THINK THAT IS TOO MUCH AS AS YOUR CONSTITUENTS AND YOU ALL ARE PUBLIC SERVANTS.

AND I APPRECIATE MEMBERS OF THE COUNCIL AT THE TIME FOR CLOSING THAT BECAUSE THERE WAS DRUG PARAPHERNALIA, THINGS THAT WE FOUND IN OUR PROPERTY DRUNK DRIVERS, ETC.

A NUMBER OF FOLKS BEHIND ME HAD TO REPLACE MAILBOXES AS A RESULT OF MANY OF THOSE FOLKS.

HOWEVER, NOW WITH THE DEVELOPMENT THAT DID NOT EXIST AND IT IS A GARLAND DEVELOPMENT, D.R.

HORTON, OF COURSE, I'M AWARE ATTEMPTED TO TRY TO RECLASSIFY OR REZONE OR WHATEVER YOU WANT TO CALL IT, TO GET THOSE CHILDREN IN THAT NEIGHBORHOOD INTO OUR SCHOOL SYSTEM.

HARDLY KNEW ANY NEIGHBORS JUST BECAUSE THE STREET IS SO CROWDED, SO TRAFFIC FROM THE STREET IS SO HIGH AND THE SAFETY FACTOR IS VERY HIGH, OR SAFETY FACTOR IS IS MINIMAL BECAUSE OF THE AMOUNT OF TRAFFIC THAT OCCURRED BEFORE THE BRIDGE WAS CLOSED.

SO YOU COULDN'T GET TO KNOW YOUR NEIGHBORS. NOW THAT THE BRIDGE HAS BEEN CLOSED FOR THE PAST FIVE YEARS, I KNOW SO MANY PEOPLE THAT I NEVER KNEW BEFORE.

I KNOW THAT SOUNDS IRRELEVANT. FOR THE SAKE OF HAVING A BRIDGE OPEN.

HOWEVER, THE TRAFFIC, THE SAFETY, IT'S GOING TO.

MOST OF THEM ARE FAIRLY SMALL DITCHES. I WOULDN'T CALL THEM A CREEK.

QUITE, BUT THEY'RE THEY'RE SIGNIFICANT DRAINAGE FEATURES.

THERE'S ALSO LIKE SAID THE LOTS TO THE EAST OF THIS PARTICULAR LOT.

SO INSTEAD OF CUTTING DIAGONALLY ACROSS THE PROPERTY, IT KIND OF SKIRTS THE PROPERTY LINE ON THE EAST AND NORTH SIDE.

SO DO THEY HAVE TO RAISE, DO THEY HAVE TO RAISE THAT LAND? THE GRAY AREA HATCHED AREA TO, WELL, ABANDON IT.

A CULVERT HAS BEEN PLACED IN THE NORTH SOUTH DRAINAGE EASEMENT TO ALLOW A CROSSING OF THAT THAT CREEK IN ORDER TO GET TO THE NEW BUILDING PAD. AND HE'S GETTING READY TO BUILD A HOME ON THAT BUILDING PAD.

SO WHAT HAVE YOU I MEAN, IF IT'S ALREADY DONE, WHAT ARE WE APPROVING HERE? I THINK I CAN ANSWER THAT QUESTION.

SO A REPLAT IS REQUIRED TO RELOCATE OR ABANDON ANY EASEMENT.

HOWEVER, BEFORE WE BRING IT TO TOWN COUNCIL OR PLANNING AND ZONING COMMISSION, THE ENGINEERING PLANS HAD TO BE APPROVED BECAUSE WE CANNOT REPLANT OR REDESIGN.

THE ENGINEERING PLAN HAS TO BE APPROVED BEFORE THE REPLAT CAN COME TO THE COUNCIL.

YES. SO WHEN DOES THE ACTUAL CONSTRUCTION START? SHOULD START. SO THEY HAVE STARTED THE CONSTRUCTION WITH THE UNDERSTANDING THAT THE DESIGNS ARE APPROVED AND THE PLAT BEING A TECHNICAL APPROVAL.

THAT'S GUARANTEED APPROVAL AS LONG AS IT MEETS ALL THE TOWN CODE AND ORDINANCES.

I KNOW WE'RE REDOING THAT WHOLE CULVERT THAT FLOWS INTO, I THINK, MR. JANACEK'S PROPERTY RIGHT THERE AS WELL. THE TOWN STAFF REPLACED THAT CULVERT PRIOR TO IT BEING OVERLAID WITH THE DMAIC PROJECT.

AND THAT'S BEEN REPLACED. THERE'S STILL ADDITIONAL WORK THAT HAS TO BE DONE THERE.

THE OLD LEGACY HEADWALL IS STILL IN PLACE, SO THAT HAS TO BE DEMOLISHED.

AND A NEW AND A NEW HEADWALL PUT IN PLACE. I THINK PUBLIC WORKS IS GETTING BIDS IN ORDER TO ACCOMPLISH THAT WORK.

BUT WE DID LOOK AT ALL THESE DRAINAGE FEATURES.

NOT ONLY IS THE CULVERT HAD TO BE PUT IN FOR THE DRIVE APPROACH, BUT THERE'S EROSION CONTROL MEASURES AND STREAM BANK PROTECTIONS ALONG THAT, A NUMBER OF THOSE STREAMS, ESPECIALLY AT THE VERY NORTH PROPERTY LINE WHERE ALL THESE THESE THREE DITCHES COME TOGETHER THE ENGINEERING PLANS THAT WERE RELEASED FOR CONSTRUCTION SOME TIME AGO, CALLS FOR ARMORING AND CONCRETE RIPRAP AND THINGS OF THAT NATURE TO ARMOR ALL THOSE VARIOUS DRAINAGE DITCHES THAT COME TOGETHER THERE.

SO THE WORK IS NOT FINISHED THAT THE HOMEOWNERS ARE BEING REQUIRED TO DO.

THEY'LL HAVE TO COMPLETE EVERYTHING THAT'S ON THAT CIVIL SET OF PLANS BEFORE HE GETS HIS FINAL INSPECTION AND CAN OCCUPY A HOME.

IF YOU RECALL, EARLIER THIS YEAR THE APPLICANT CAME AND PRESENTED IN FRONT OF COUNCIL THE PROPOSAL OF DOING ONSITE SEPTIC SYSTEM FOR THIS PROJECT RATHER THAN CONNECTING TO CITY WATER AND CITY WASTEWATER SERVICES DUE TO NATURAL TOPOGRAPHIC LIMITATIONS AND OTHER COST PROHIBITIONS.

TOWN COUNCIL APPROVED THE REQUEST, AND THAT'S WHY THIS SUBDIVISION IS BEING DESIGNED THE WAY IT IS, WITH ALL MINIMUM ONE ACRE LOTS, BECAUSE THAT'S A DALLAS COUNTY REQUIREMENT FOR ANY ON SITE SEPTIC SYSTEM.

THE LOTS HAVE TO BE MINIMUM ONE ACRE. THERE ARE CERTAIN ADDITIONAL DEVELOPMENT STANDARDS THAT ARE BEING ADDED FOR THIS PHASE SEVEN ONLY.

SO THE PHASE SEVEN OF HOMESTEAD. THE ORDINANCE STATES THAT MINIMUM DWELLING UNIT SIZE WOULD HAVE TO BE 3500 SQUARE FOOT.
